European Guidelines for Plastic Reconstructive and Aesthetic Surgery

The European Union of Medical Specialists (U.E.M.S.) which is divided into different sections - our section is called "Section of Plastic, Reconstructive & Aesthetic Surgery" - has given out guidelines that apply within the European Union. They are part of the European Training Charter for Medical Specialists (1995); Chapter 6 is concerned with plastic surgery. The "European Board of Plastic, Reconstructive and Aesthetic Surgery" (EBOPRAS) exists as a working team.

The speciality is defined as follows: Plastic, Reconstructive and Aesthetic Surgery is a speciality concerned with acute and non-acute conditions which may be congenital or acquired as a result of trauma, disease, degeneration or ageing in patients of both sexes and all ages. Its aim is the restoration or improvement of function and the normalisation of appearance and well-being.

The Plastic Surgeon should be familiar with all methods of reconstruction of skin, soft tissues and bone, including the use of free grafts, pedicle flaps of all kinds and free micro vascular tissue transfer and the use of synthetic implants. He/she should be capable of employing endoscopic technique for both diagnostic and therapeutic purposes. He/she should be able to apply his/her knowledge to the many different situations where reconstruction can benefit patients and be prepared to use this expertise in collaboration with colleagues in other specialities.

After completing a six year training, a plastic surgeon can subspecialise in one or more aspects of his profession. Plastic surgery is an innovative speciality and the plastic surgeon must ensure that he/she keeps well informed on technical advances by taking part in Continuing Medical Education (C.M.E.). The central monitoring authority in the EU consists of several commissions (www.uems.be ). The EBOPRAS is part of it.

This board was established to ensure high training standards as well as best medical care in all member countries of the European Union which includes harmonisaton of different trainings, clear definition of minimum requirements, also in aesthetic surgery, the accreditation of training centers and the annual European Board Examinations which holds examinations in 46 research areas (compare European Journal of Plastic Surgery).
Candidates who pass the European Examination and are accredited Plastic Surgeons in their country receive the Diploma and the title " Diplomat of the European Board of Plastic, Reconstructive and Aesthetic Surgery". Aesthetic Surgery is an integral part of Plastic Surgery.

The training program is defined by the European Board and must be included in the general training program of the speciality so that the fully trained Plastic Surgeon is able to perform Aesthetic Surgery of high standard and quality.

All information from the U.E.M.S. and EBOPRAS are available on the internet: www.uems.be.
